DAVAO CITY- The sole survivor of the Paquibato Massacre last June 14 continued to assert the civilian status of her slain neighbors and of her daughter, during the third session of the hearing by the city council regarding the incident.

“Nanay Cita”, mother of Aida Seisa, who survived the shooting spree by the elements of the 69th IB, said that she will persist to file charges against the military.

“Musampa jud mi ug kaso Sir, kay sibilyang dako jud ning ako mga silingan. Kaning akong anak, mao ra pud ni ang mutabang sa mga gipang-abuso sa military, dili na siya NPA” (“We will certainly file a case (against the military), because my neighbors were really civilians. My daughter, she’s the one who helps those who have been abused by the military, she is not an NPA”), said Cita to Coun. Bello.

Coun. Bello brought up the issue of how civilians in conflict areas are perceived, particularly those bearing progressive ideas or having sympathies with armed groups.

“Kung ako magpakape sa NPA, NPA na diay dayon ko?,” Bello asked during the hearing.

Hanimay Suazo, secretary-general of Karapatan-SMR, said that they are determined to attain justice for the victims of the Paquibato Massacre.

“We are prepared for the long battle ahead. We expect the military to play dirty like they always do. But we will not stop until the 69th IB is made accountable to its crimes.”

Fact-finding Report on PQ Massacre Released; Endorses Action against AFP

DAVAO CITY- HR group Karapatan-SMR released today “An Hour of Hell in Paradise”, a 37-page report presenting the results of the fact-finding mission to the Paquibato Massacre that happened last June 14.

The fact-finding body, composed of 75 individuals dubbed as “people’s investigators”, went to the area of incident and conducted their own probe, using in-depth interviews and rudimentary crime scene investigating techniques last June 20, six days after the strafing incident that left three civilians dead and one child wounded.

The report concluded that the attack to IP-peasant leader Aida Seisa and her companions were attacks against them as “active members of people’s organizations vehement in their opposition to the militarization of Paquibato, which had resulted to various human rights violations before the strafing incident last June 14.”

Furthermore, the report stated “That Aida Seisa, her family, and the Paquibato 3, have been subjected to a long recurring phenomenon of surveillance, harassments and vilification by the Armed Forces of the Philippines”.

This targeting by the state, the report said, was a highlight item under the Aquino regime’s Oplan Bayanihan, which is hell-bent to allowing the entry of foreign corporations into ancestral domains of indigenous peoples, thus the resistance of individuals like Seisa and her companions.

Hanimay Suazo, secretary-general of Karapatan-SMR, read the recommendations of the study, which encouraged further inquiry by police and LGU’s, and other concerned government institution into the matter, as well as filing of cases against “a certain ‘1st Lt. Santos’ of the 69th IB, who led the persons who committed the Paquibato Massacre, and of Lt. Col. Rodney Intal, who oversaw the killings and other military officers and elements involved in the incident including paramilitary, state agents and operatives”.

Suazo encouraged other victims of human rights violations of the military to speak out and take similar action.

“It is high time that we file cases against these state agents, who are pretending to be helping the people, but in reality are terrorists,” Suazo said.

DAVAO CITY- Bayan Muna Rep. Carlos Isagani Zarate today vowed to initiate a congressional inquiry on the “brutal slaying” of three (3) civilians by the military in Paquibato last June 14.

Rep. Zarate, who joined the recently conducted independent probe to investigate the “Paquibato massacre” , labeled as “full of falsehood” the military’s claim of alleged encounter that resulted to the death of lumad leader Datu Ruben Enlog, Randy Carnasa and Oligario Quimbo.

Rep. Zarate, along with 76 other participants, concluded the National Fact-Finding Mission in Paquibato, to shed light on the military strafing on the residence of IP-peasant leader Aida Seisa, who survived the incident together with her mother, husband and child.

The massacre killed three civilians, and prompted Seisa and her family to flee.

The military then claimed that the three dead were allegedly NPA’s who fought back in the course of serving a warrant of arrest “in the middle of the night” for supposed NPA leaders in the area.

Rep. Zarate called the military’s account of the incident “very illogical and unbelievable” after hearing the testimonies of the neighbors and kin of the victims residing near Seisa’s residence.

Zarate believed that the alleged “landmines” found near the victims’ dead bodies were planted in order for the military to claim them as NPA members.

“It’s a big lie. The victims’ neighbors could attest that they are civilians,” Rep. Zarate said.

Zarate lamented that that abuses committed by the military remains unpunished, resulting to the continuing violations of human rights, particularly of hapless civilians.

“This is why the military continues to speak lies: because the state of impunity continue to reign under this administration of Pres. Aquino.”

Karapatan-SMR secretary-general Hanimay Suazo, on the other hand, said that they are determined to pursue justice for the victims

“We will push the wheels of justice to pursue those responsible for this dastardly act, make them accountable for their crimes in all possible arenas.” Suazo said.

DAVAO CITY- Two days after the strafing incident against Aida Seisa, human rights group Karapatan-SMR provided the context of events that night.

“It was the birthday of one of Aida’s daughters. Things were merry when all of a sudden elements of the 69th IB arrived. Moments later, the jovial atmosphere was replaced by the smell of gunpowder, when the military fired at them,” Suazo said.

She said, “Seisa’s 14 year old daughter sustained a shrapnel wound to her left shoulder, probably the worst thing she received for her birthday, and for all her birthdays to come.”

“Datu Enlog is the 44th victim of extra judicial killings under Aquino administration. This shows the reign of impunity under the current regime” she added.

Suazo lamented that almost every aspect of the lives of the residents in Paquibato have been terrorized by the 69th IB.

“From farmers who are labelled as NPA’s when they work too long in their farms, to youths who are accused as bombers when they happen to be in proximity to areas of encounter, the people of Paquibato are the targets of the operations of the 69th IB. This has resulted to the disruption of their daily activities, thus making more difficult the lives of the poor peasants in Paquibato, Suazo concluded”

On midnight of June 14, an unknown number of forces from the 69th IB strafed the residence of well-known peasant and IP leader Aida Seisa which resulted to the killing of three people and wounded one of her children.

The three dead are Ruben Enlog, Randy Carnasa, and Garyo Quimbo, all farmers residing within the Paquibato District. Enlog was the leader of NAGKALUPA (Nagkahiusang Lumad Maguuma sa Paquibato/ United Peasant Farmers of Paquibato). Randy Carnasa was a religious leader and former purok president in the area of his death. Garyo Quimbo was guitarist in the church in Sitio Panulawan, Brgy. Malabog.

Datu Ruben Enlog is the 44th victim of extra-judicial killing perpetrated by the AFP in Southern Mindanao under BS Aquino regime.

On the eve of June 14, the family of Aida Seisa was celebrating the birthday of one of her daughters with the rest of the guests when the massacre transpired. Aida and her children were able to escape the incident.

The military photographed the dead bodies and placed explosives and rifles behind their corpses and later the 10th ID claimed them as members of the New People’s Army to the media and public.

The victims were friends of Aida Seisa. Seisa is the secretary-general of Paquibato District Peasant Alliance (PADIPA) and vice-chairperson of SABOKAHAN Confederation of Lumad Women. Seisa has been known as a stalwart opposition to the human rights violations of the AFP in the region, and a vocal leader in the lumad struggle against encroachment by mining operations.

Aida Seisa, along with her now dead companions, are not members of the New People’s Army. They are frontliners in the people’s struggle to uphold human rights and protection of ancestral land.

The AFP are experts in twisting facts and fabricating lies, but no media wordplay will dilute the civilian status of the Paquibato 3. The residents of the area can attest to the fact that the dead were civilians who possessed no arms.

The attempt to Seisa’s life and the death of the Paquibato 3 can only be interpreted as a move by the state to silence the voice of opposition to its subservience and fascism. The AFP’s claims that they have killed NPA’s is aimed towards creating the illusion of legitimacy in claiming the lives of innocent people. The attack to Aida Seisa and the killing of three is an attack to the entire indigenous and peasant population, who in their fight for genuine land reform and right to self-determination have been made targets of state extermination.

The death of the Paquibato 3 that happened only a day after a fact-finding mission in Sitio Quimoted, Paquibato have unravelled the terrorist actions of the 69th IB. This goes to show that the AFP’s fascist character shows no fear over the efforts of the people to expose its crimes, as if to mock them and say that it cannot be punished for its atrocities.

We from PASAKA Confederation of Lumad Organization in Southern Mindanao, condemn in strongest possible term the attempted killing of our kin Aida Seisa and family and the murder of Datu Ruben Enlog, Randy Canasa and Garyo Quimbo. We call for justice for the Paquibato 3. We call for an end to impunity, an end to the red baiting and red tagging of lumads. We demand that the 69th IB be pulled out from Paquibato, along with all the military forces who have brought terror amongst the IP-peasant population in the countryside. We demand that those responsible for the massacre of the Paquibato 3 be punished, along with the many other paid or hired killers of the state like the paramilitary group led by despotic, fake tribal leaders. ###
